ZOOX’S EXPANSION INTO NEW MARKETS
Zoox is currently undertaking a strategic expansion, beginning with mapping operations in Dallas, Texas, and Phoenix, Arizona. This initial phase involves deploying a select number of Toyota Highlander SUVs to each city, where trained personnel will drive the vehicles to meticulously map the local streets and gain a comprehensive understanding of the urban environments. This data collection is crucial for calibrating Zoox’s autonomous software and preparing it for subsequent testing phases. The company’s goal is to broaden its operational footprint and gather insights applicable to diverse urban landscapes, moving beyond the dense metropolitan areas where its vehicles currently operate.

TESTING AND DATA COLLECTION IN SUN BELT CITIES
Following the mapping phase, Zoox will commence testing its self-driving system using the deployed SUVs in Dallas and Phoenix. This testing will progressively transition to the company’s purpose-built robotaxis. The expansion into the Sun Belt, particularly Arizona, is strategically important. Arizona has long been a focal point for autonomous vehicle development, benefiting from relatively permissive regulations, a generally flat terrain ideal for testing, and consistently warm weather conditions. Notably, Phoenix was the location where Waymo initially launched its robotaxi service in 2020, highlighting the region's significance in the autonomous vehicle sector. The data collected during these initial tests will be invaluable in refining the software and addressing unique challenges presented by these new environments.

COMMERCIAL LAUNCH AND SUPPORT INFRASTRUCTURE
Upon receiving federal approval for its purpose-built autonomous vehicle, Zoox plans to launch a full-scale commercial robotaxi service in Dallas and Phoenix. This approval is contingent on securing further exemptions from the National Highway Traffic Safety Administration (NHTSA) to operate commercially. Furthermore, Zoox will require authorization from local agencies overseeing ride-hailing operations, such as California’s Public Utilities Commission. To support these new markets, Zoox is establishing “fusion centers” in Scottsdale, Arizona. These command centers will house fleet operations teams responsible for remote guidance, rider support, and real-time coordination. These teams will provide critical assistance to vehicles navigating complex scenarios, completing missions, and ensuring rider safety. Zoox has already accumulated significant operational data, having driven over a million autonomous miles in Las Vegas and San Francisco, and transporting more than 300,000 passengers through its early-rider program.
